The city purchased the 66-acre course in 2013 for a reported price of $1.15 million. The land will be repurposed as a city park.

The village might development the park in phases that would include walking trails, a playground, picnic areas and other improvements at a cost of about $1.6 million.

Village Council members said they thought the village could buy the land and improve it without raising taxes. Flat Rock has a $4.487 million fund balance, which grows by about $140,000 a year. The town could use the fund balance to pay for park development, operations, and maintenance through 2019 and still have a balance of $3 million.

The village has also submitted an application for a state Parks and Recreation Trust Fund grant of $475,000.
